The U.S. Department of State has released the August 2025 Visa Bulletin, establishing Diversity Visa (DV-2025) rank cut-offs for September 2025 interviews. Below we unpack the final numbers, highlight key processing trends, and compare them to our earlier forecasts.

Per the State Department, DV-2025 visa eligibility ends on September 30, 2025, so these final cut-offs are decisive for remaining applicants.

Recent Trends: Cut-Off Movement (May → September 2025)

Movement has accelerated in most regions over the final months. Here’s the five-month progression of the cut-offs:

  • Africa: 35,000 → 42,500 → 45,000 → 50,000 → 58,500
  • Asia: 6,500 → 8,250 → 9,000 → 11,000 → 14,500
  • Europe: 16,000 → 17,500 → 19,000 → 22,000 → 23,000
  • Oceania: 1,550 → 1,550 → 1,650 → 1,700 → 1,775
  • SA & Caribbean: 2,250 → 2,300 → 2,450 → 2,600 → 2,825

September Cut-Offs vs Predictions

Our earlier forecast anticipated near-full clearance in Africa and a significant jump in Asia, which largely held true. Africa’s cut-off jumped to 58,500, virtually clearing the region. Asia rose to 14,500 (driven by a big surge in Nepalian selectees), exceeding our 12,500 estimate. In contrast, Europe’s final cut-off of 23,000 fell short of our 26,000 projection. This likely reflects higher-than-expected issuance earlier and perhaps some pacing back in Europe to avoid over-allocating. The smaller regions also fell slightly below “current” (Oceania at 1,775, Caribbean at 2,825), though both should clear by year-end. These variations underscore that issuance pace, embassy capacity, and family size can shift the final outcomes.

  • Issued: 34,177 cases

Observations & Advice for Selectees

  • Africa: With the cut-off at 58,500, virtually all AF cases under this number will interview. Only those in the very high 50k range should be cautious in case of last-minute changes.
  • Asia: Iran/Nepal caps bind at 11,000/14,450. If your case is below these, ensure your paperwork is finalised ASAP for scheduling.
  • Europe: The cut-off stopped at 23,000. Selectees in the high 20k should maintain alternate plans, though the risk is now very low. Late surges are uncommon at this stage.
  • Oceania: At 1,775, nearly current. If you’re under this number, expect an interview; any remaining may clear by the end of September.
  • SA & Caribbean: Now at 2,825, essentially current. Selectees below should be prepared for interview notices imminently.
  • North America (Bahamas): Remains current throughout.

DV-2025 is now essentially complete. Africa and Asia have cleared, Europe has a modest final cutoff, and the smaller regions will clear by Sept 30. If your case is below these final cut-offs, watch your inbox for scheduling notices—2NLs can come quickly in this closing phase. Higher-case applicants, especially in Europe, should have fallback plans but can be cautiously optimistic. Late-cycle jumps are now unlikely given the Visa Bulletin limits. Remember that DV-2025 visas cannot be issued after September 30, 2025, so the clock is effectively expired.

    My name is Emmanuel Gainy Gbatu.
    My aunt in person of NYAMAH MULBAH, born 1986, her Confirmation Number is 2025AYZSDLVB4EYL, and her Case is 2025AF00078452. She won the DV, and submitted her DS 260 Form since last year 2024. Till now, she haven’t received an interview appointment yet from the US Embassy. Please tell me what’s unfolding?

      First, a quick but important note: it’s not safe to share personal details like confirmation numbers or full case numbers online, this info can be misused. Always keep it private.

      Now about your aunt’s case, AF78,452 is above the final DV-2025 cut-off, which was 58,500 for Africa in the September 2025 Visa Bulletin. That means, unfortunately, her case won’t become current, and she will not receive an interview this year. Even though she submitted the DS-260 early, visas are only issued to cases within the current number range.

      She’ll need to apply again in a future DV lottery if she wants another chance.

    • Hello, the final number for September 2025 is 58,500, so unfortunately your case will not become current and you won’t receive a 2NL. The only way forward is to apply again in the next lottery.

    My number for Asia is 17,350. I checked the DV Bulletin for September today August 12, 2025 and found it is still at 14,500. Is there any chance this might change before the end of August? Or is this typically a final and carved on a stone situation?

      The September 2025 Visa Bulletin sets Asia at 14,500 (Iran 11,000; Nepal 14,450) and cut-offs don’t get raised mid-month, so there won’t be a late-August change. If you’re above that, DV-2025 ends September 30, so no issuance this year.

    I hope this message finds you well 🤍 ..I am writing to inquire about an email I received from the embassy stating that I am not eligible to travel with my family due to being over the age of 21. They also mentioned that it might be possible to apply for family reunification (INA) upon arrival. Could you please advise if you are aware of cases where individuals in a similar situation were allowed to travel with their families despite exceeding the age limit? Additionally, I would like to know if the Child Status Protection Act (CSPA) could apply in my case to offer protection and enable me to accompany my family.       Because the 2025 lottery opened 4 Oct 2023 and selections were released 4 May 2024, you get roughly a 213-day credit (about seven months). That keeps you “under 21” until 18 May 2025.

      If your family’s number was current on or before 18 May 2025, you’re protected and can interview.

      If it became current after that date (and the interview is now in September), you’ve aged out and can’t immigrate as a derivative.

      Filing the DS-260 already satisfied the one-year “seek to acquire” rule, but it only counts if you were still covered when the number first went current.

      If you did age out, your parents could later file a family-reunification petition once they have green cards, but you’d need a separate case.

    When we say 41,009 total cases for Europe, does it mean 41,009 is the highest case number that exists, or the highest number that exists is higher and 41,009 is just the total number of cases?

      41,009 is just the total number of cases recorded for Europe, not the highest individual case number. The 41,009 figure comes from independently gathered, unofficial data.

    Hi, I was selected for the 2026 intake, I’m from Oceania with a number in the 1900s.
    I can see this year the cut off was 1775, do I have any chance with my number? I have applied to adjust my status as I currently reside in the US, does this have any impact on my chances?

      With a number in the 1900s for Oceania, your chances are unfortunately low, Oceania rarely goes above 1,800, and this year it stopped at 1,775. Adjusting status from inside the US doesn’t increase your odds. Still, watch the monthly bulletins in case things change, but it’s best to prepare for a tough year.

    Hi there. My case number is 141×× from Uzbekistan, which is current for September. But I live in Canada and it is said in the DS the interview location would be Montreal. However still i haven’t received 2Nl. Do you have any idea about it? Is it gonna be scheduled or is it better just to give up? And also is there someone else here waiting for their 2nls for September in Montreal? Please let me know if so.

      If you still haven’t received your 2NL, it’s a good idea to email KCC (kccdv@state.gov) with your case number, full name, and birth date to politely ask about the status of your interview scheduling. You can also try reaching out to the U.S. Consulate in Montreal to confirm if they have your case on file.

      You are definitely still in the process, so don’t give up. There are others in similar situations, and it’s not uncommon for 2NLs to arrive even a little late, especially for September interviews. Just keep checking your email and Entrant Status Check regularly, and reach out to KCC as a next step.

    I keep reading things that make me feel I’m not eligible, but your replies always give me some hope. I’m really anxious and scared of being left alone through this. 💔
    I turned 21 and idk if im still have a chance to go with my family, i was 20 when we get selected and submitted for ds260 ..and the interview gonna be in September and idk if the situation worthy to go and do it (interview) ..my birthday is 17 oct 2003

      Unless the ban is lifted before your case number becomes current and you’re scheduled for an interview, your case cannot proceed. Unfortunately, selection does not guarantee a visa, it depends on eligibility, processing time, and current U.S. immigration policies.
